This report was prepared by members of the Ukrainian Center for Independent Political Research (UCIPR) as part of the activities of the National Platform for Resilience and Social Cohesion (National Platform). This civic initiative was launched in February 2018 (formerly known as the National Platform Dialogue on Peace and Secure Reintegration).
The National Platform’s activities are geared towards strengthening national resilience of Ukraine. This could be achieved by establishing dialogue practices in society, providing authorities with proposals for developing relevant policies, in particular those on resilience and social cohesion, as well as ensuring public awareness of these processes. The initiative has been implemented with the financial support of the European Union as part of “Building Resilience in Conflict through Dialogue” project.

1. Political landscape and governance
The trends of political life in Kherson oblast, manifested in early April, have continued their development in August. These are, first and foremost, active systemic actions of the occupying administration to overcome resistance and absorb the temporarily occupied areas of the oblast. Second, these are manifestations of Ukrainian resistance to actions of the occupiers. Resistance has various forms. The most common is sabotage of actions of the occupying administration. The third trend includes the strengthening of Ukrainian local executive authorities, search for a vision of the place of the executive in the conditions that prevail in Kherson oblast and attempts to implement a consistent policy. The fourth trend is activation of Kherson local self-government bodies in places where internally displaced persons are concentrated in the oblast. We shall consider each of the above trends in more detail.
