In the first reading, the Verkhovna Rada adopted the draft Law of Ukraine No. 12010 on amendments to the Law of Ukraine "On Humanitarian Aid."
This document makes it possible to import vehicles as humanitarian aid in wartime to fulfill their statutory purposes for:
- public associations with the status of a legal entity and charitable organizations;
- religious organizations registered by the procedure established by the Law of Ukraine "On Freedom of Conscience and Religious Organizations";
- representative offices of foreign organizations accredited in Ukraine.
Such vehicles can be used to carry out the statutory activities of the organization, such as:
- providing humanitarian aid;
- medical and humanitarian evacuation;
- carrying out other activities related to protection and defense capabilities.
What does the draft law change?
NGOs will be able to import vehicles to fulfill their statutory purposes as humanitarian aid. Adopting the Draft Law creates conditions for a more rapid provision of organizations that perform vital functions under martial law.
In turn, foreign humanitarian organizations will be able to import special vehicles to overcome the consequences of the war.
