New approaches to humanitarian aid: what changes does the draft law envisage?

Yuliia Panura, UCIPR expert of the Civil Society Sectoral Support Activity project, presented the main provisions of the new version of the draft law "On Humanitarian Aid." 

The document aims to improve the legal framework for humanitarian aid in Ukraine and ensure transparency of processes in line with European standards.

The participants of the event had the opportunity to learn about the principles of humanitarian aid administration, including:

  •  recognition of such goods on a declarative basis,
  •  expanding the functionality of the automated registration of the humanitarian assistance system (ASHA),
  • simplifying the mechanisms for redistribution, utilization, and return of humanitarian aid.

The participants also joined the discussion and offered their recommendations.

The new draft law provides for the consolidation of positive practices developed during the war in peacetime. Key improvements to the document include the simplification of the document flow for the import of humanitarian aid and the introduction of transparent and effective mechanisms for the import of vehicles for use by CSOs.
