Implementing public participation tools at the local level: launching the new UCIPR project!

How can communities more effectively influence local authority decisions?  Our new project "Widespread introduction of the latest public participation tools by implementing the Law No. 3703-IX "On Democracy at the Local Self-Government Level” is about this.

Together with the Ministry of Communities and Territories Development of Ukraine and other experts in the development of public participation tools, the UCIPR team will develop methodological recommendations for local communities to implement the novelties of the Law. 

The set of methodological recommendations will include the following documents:

  • a model charter of a territorial community and mandatory annexes to it;
  • templates of documents to the community charter;
  • recommendations on amendments to the council's regulations, which will cover the procedure for reviewing decisions adopted by the general meeting (conference) of residents or public hearings, as well as draft decisions submitted to the council for consideration as part of a local initiative;
  • developments for military administrations to implement the provisions of the Law.

The methodological recommendations will be published on the Ministry of Communities and Territories Development of Ukraine's website and handed over to local governments for use. Experts will also present the developed materials and discuss their practical application at public events.

The project is implemented by UCIPR with the support of the International Renaissance Foundation.

The International Renaissance Foundation is one of the largest charitable foundations in Ukraine. Since 1990 we have been helping to develop an open society based on democratic values in Ukraine. During its activity, the Foundation has supported about 20 thousand projects. The funding amounted to over $ 350 million.
