A number of important reforms have been launched in Ukraine since the Euromaidan. However, the electoral reform – the key one in the field of democracy and accountability of authorities – is substantially lagging behind. The following main tasks of the electoral reform have been formulated by civil society organizations in the RPR Roadmap of Reforms ahead of the 2014 parliamentary elections:
– reform the electoral system, so as to ensure the proportional representation of public interests in the Parliament;
– improve the system of electoral administration, in particular, to reboot the Central Election Commission;
– ensure the inevitability of punishment for election-related crimes.
These and other important provisions are also elements of numerous recommendations of the respected international institutions – the Venice Commission, the Council of Europe, and the OSCE/ODIHR. However, none of them have been achieved so far due to the lack of political will among the Ukrainian elites.
The above mentioned issues were discussed during a diplomatic breakfast held at 10:30 am – 12:00 pm on Tuesday, 13 June. The event has been organized by the leading civil society organizations that work in the area of the electoral reform: the Civic Network OPORA, the Internews Ukraine, the CHESNO, the Election Law Institute, the Ukrainian Center for Independent Political Research, the Centre for Policy and Legal Reform, the Human Rights Platform, and the Civil Society Coalition “Reanimation Package of Reforms”. These organizations pool their efforts for the sake of the electoral reform with the aim to draw public attention to the need for an open and transparent dialogue on the fate of this reform. The dialogue should be conducted well before the upcoming parliamentary election of 2019, while the process itself should be comprehensive and transparent.
