The Ukrainian Center for Independent Political Research is working on the project with the financial support of the European Union.
It is being implemented in 6 countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine and Georgia.
The goal of the project is to regularly and systematically monitor the environment in which civil society organizations (CSOs) of the Eastern Partnership operate.
UCIPR experts study changes in the civil sector based on 11 indicators and 30 standards. Expert surveys, focus groups, and desk research are conducted. Based on the results, an annual report "CSO Meter" is prepared, which, in addition to conclusions and assessment of the environment, also contains recommendations for addressing problematic issues and cases to improve the environment for civil society organizations.
After the presentation and publication, the report is submitted to the government and parliament. It is also distributed to donors, international partners, national, regional and local authorities, local governments, CSOs, etc.
The civil society assessment and proposed steps to address gaps in legislation are used to prepare strategic documents, such as the National Strategy for Civil Society Development for 2021-2026, relevant local programs and plans to promote civil society development, the activities of advisory councils, advocacy campaigns, etc.
