Compensation for Housing Damaged or Destroyed as a Result of the Russian-Ukrainian War (National and International Dimensions)

The study analyses international norms, experiences of post-conflict countries, domestic legislation, and case law along the path of a victim. It also identifies problems of access of victims to the national compensation mechanism and draws conclusions on expected adverse impacts of these problems on compensation awards to victims, including through an international compensation mechanism. Based on the study results, recommendations are proposed for stakeholders.

This study was carried out as part of the activities of the National Platform for Resilience and Social Cohesion. Launched in February 2018, this civic initiative has been focused on strengthening the national resilience of Ukraine. This could be done through establishing dialogue practices in society, providing the authorities with proposals for developing relevant policies, particularly those on resilience and social cohesion, as well as ensuring public awareness of these processes. The initiative has been implemented with the financial support of the European Union as part of “Sustaining the Resilience of Ukraine towards the Emerging Risks and Consequences of the War” project.
