Procedures for State Registration of Non-Governmental Organizations in Ukraine: Key Problems, Systemic Challenges, and Development Prospects

Civil society is a fundamental element of a democratic state. Its development directly depends on how accessible, transparent, and clear the mechanisms for exercising citizens' right to freedom of association are—a right guaranteed by Article 36 of the Constitution of Ukraine and Article 11 of the Convention for the Protection of Human Rights and Fundamental Freedoms.

This study was prepared based on the analysis of the practical experience of civil society sector representatives, gathered during consultations, information and awareness-raising events, and direct guidance on state registration processes for public organizations throughout 2025–2026. The gathered data allows for a systematic evaluation of the state of digitalization of registration procedures, the identification of the most common difficulties, and the formulation of practically oriented recommendations.

The study was conducted, and the report was prepared by Dmytro Yaprakh, an expert in legal affairs and freedom of association.

The monitoring report was prepared by the NGO "Ukrainian Center for Independent Political Research" (hereinafter – "UCIPR") with the support of the "Askold & Dir" Fund, administered by ISAR Ednannia within the project "Strong Civil Society of Ukraine – A Driver Towards Reforms and Democracy," funded by Norway and Sweden.
