Experts from the Ukrainian Center for Independent Political Research analyzed the Order of the Cabinet of Ministers of Ukraine, which approved the State Policy Strategy on Internal Displacement for the Period Until 2030 and endorsed the operational plan for its implementation for 2026–2028.
The document introduces a new approach to state policy regarding internally displaced persons (IDPs), shifting its focus from short-term emergency response to comprehensive, long-term support that encompasses evacuation, integration into host communities, housing provision, employment, social adaptation, and voluntary return following the recovery of territories.
UCIPR experts draw particular attention to the fact that the Strategy solidifies the role of CSOs as full partners in developing support for IDPs. The document outlines a fairly extensive list of measures and tasks where public associations, charitable organizations, and non-governmental organizations can be involved in the document's implementation.
An important innovation is also the establishment of a coordination council, which will include representatives of government authorities, international organizations, public associations, and charitable organizations. This is intended to strengthen cooperation between the state and civil society during the implementation of the IDP support policy.
In addition, the Strategy contains clear performance indicators. Specifically, by 2030, the government expects that at least 70% of working-age IDPs will have stable employment or self-employment, at least 85% will be provided with housing, and 65% of internally displaced persons will feel integrated into their host communities.
At the same time, UCIPR experts point out that while the participation of civil society organizations in executing most of the Strategy's measures is identified as possible, it is not properly regulated. The document does not establish clear mechanisms for interaction between government authorities and the civic sector, nor does it provide for separate mechanisms of state support or funding for the activities of organizations participating in the implementation of these measures. Consequently, the effectiveness of this cooperation will largely depend on the actual operating practices of the responsible government bodies.
In the view of UCIPR experts, the adoption of the Strategy is a vital step toward forming a comprehensive state policy on internal displacement and signals recognition of civil society's role in supporting internally displaced persons. However, for its provisions to be fully realized, it is necessary to develop transparent mechanisms for cooperation between the state and civil society organizations, which will allow for the effective implementation of the declared goals.
