The Cabinet of Ministers of Ukraine adopted Resolution No. 550 of May 13, 2025, which provides updated rules for registering vehicles imported as humanitarian aid.The document considers numerous requests from military, volunteer, public, and charitable organizations and simplifies procedures that previously delayed the transfer of vehicles to those who need them most.
Experts from the Ukrainian Center for Independent Political Research, Yuliia Panura, and Maksym Latsiba, were involved in developing and advocating the resolution. In cooperation with representatives of the Ministry of Internal Affairs and experts from the public sector, they also participated in an advocacy campaign aimed at speeding up the adoption of the document.
What does the new resolution provide for?
- registration of cars imported as humanitarian aid before the entry into force of CMU Resolution No. 953 of September 5, 2023, is now permitted;
- cars can be registered not only by the recipient but also by the person to whom they were transferred;
- temporary registration for military personnel is possible upon application and submission of a set of documents (a copy of the declaration, the act of acceptance and transfer, and confirmation of the value of the passenger car);
- for passenger cars, a document confirming the vehicle's value is mandatory.
These changes were made in response to requests from public initiatives and volunteer communities, which repeatedly raised the issue of delays and difficulties with car registration.
