UCIPR Spring Digest: What the team and the public sector lived in March-May 2025

Over the past few months, the team of the Ukrainian Center for Independent Political Research has been working on analytics, advocacy initiatives, support for civil society and monitoring of legislative changes.

Implementation of public participation tools at the local level: launch of a new project

Together with the Ministry of Regional Development and other experts, UCIPR is working on methodological recommendations for local communities aimed at implementing the novelties of the Law "On Democracy at the Local Government Level".

The project "Widespread introduction of the latest tools of public participation through the implementation of the Law №3703-IX "On Democracy at the Local Government Level"" with the support of the International Renaissance Foundation.

The event included an expert discussion of the first draft of the Draft Model Charter for a village, town or city territorial community, which includes 73 articles and takes into account proposals from civil society representatives. 🔗 Details of the discussion are here.

Challenges and solutions in the field of humanitarian aid: results and recommendations of focus groups

UCIPR experts held focus groups to discuss key problems in the field of importation, accounting and distribution of humanitarian aid, as well as to propose ways to solve them.

Representatives of recipients of humanitarian aid, donor organizations and authorities responsible for administering the AS DG joined the dialogue. The proposed solutions include study visits, online courses for system users and simplified procedures for branches of organizations without legal entity status, etc.

Three years of changes and influence: what UCIPR's activities in 2022-2024 were remembered for

The Ukrainian Center for Independent Political Research has published a report on its activities over the past three years. The document highlights our contribution to the development of civil society, analytical and advocacy work, support for initiatives and educational programs, as well as financial transparency and partnership projects.

Regional experience of resilience: how communities are adapting to the challenges of war Results of the National Platform for Resilience and Cohesion events

Ivano-Frankivsk Oblast was one of the first regions where the National Platform team presented approaches to developing resilience and cohesion strategies. During the discussion with representatives of local authorities, CSOs, and experts, they discussed the transformation of challenges into opportunities and strengthening of inter-municipal cooperation.

In Zaporizhzhia Oblast, despite the constant danger, communities demonstrate a high level of resilience. During the discussion, the participants focused on the main problems: information isolation, limited access to public services, and difficulties in exercising local government powers.

Online registration of CSOs without bureaucratic obstacles: new opportunities for civic participation

The Cabinet of Ministers of Ukraine has adopted a resolution that launches an experimental mechanism for online registration of NGOs based on a model charter. For the first time, CSOs will be able to register fully online - through the Diia portal, without queues, paperwork, or physical presence.

#7 indicators of CSOs: a new analytical section from UCIPR

We have launched a series of posts dedicated to the dynamics of the Civil Society Sustainability Index over the past 10 years. As part of the new section #7CSOindicators, we analyze certain areas on a weekly basis to better understand how the sector has changed and what to look for.

Legislative changes: what is important for the public sector in March and April

Over the past two months, UCIPR has analyzed a number of important changes in legislation that affect the activities of civil society organizations. Among them are online registration of CSOs through Diia, new opportunities for volunteering in education and humanitarian transport for passenger transportation.
