The Cabinet of Ministers of Ukraine adopted Resolution No. 890, expanding the functional capabilities of the Unified State Web Portal of Electronic Services, "Diia". The changes concern the use of electronic identification for representatives of legal entities and carry practical significance for civil society organizations.
The document does not alter the procedure for providing administrative services; rather, it improves the portal's functionality. Specifically, it expands the options for representatives of legal entities to use electronic identification when receiving electronic services and when using digital tools.
For the civic sector, this signifies the further development of digital interaction with the state. Public associations, charitable organizations, trade unions, creative unions, religious organizations, and other non-profit legal entities are increasingly using electronic services in their operations. Expanding the functionality of the "Diia" portal creates the prerequisites for simplifying administrative procedures, reducing time and resource costs, and advancing digital document management.
These changes may be particularly relevant for organizations operating across different regions of Ukraine, implementing international humanitarian and charitable projects, or carrying out activities in frontline communities.
At the same time, UCIPR experts point out that the development of digital services requires further regulatory resolution of specific issues. First and foremost, this concerns ensuring an adequate level of cybersecurity, clearly defining the procedure for electronic representation of legal entities, preventing digital inequality, and avoiding an excessive financial burden on non-profit organizations if the list of paid digital services is expanded.
Overall, Resolution No. 890 marks another step forward in developing the state's digital infrastructure. Its implementation will help simplify interactions between legal entities and government bodies; however, the effective adoption of new digital tools will require continued refinement of the regulatory framework and guaranteed accessibility and security for all users.
